The city’s operations superintendent, who continues on paid leave stemming from a theft investigation involving his office, has resigned.

Michael “Scott” Walter resigned Wednesday, according to a terse, one-sentence announcement released sometime Wednesday afternoon through Sue Knight, City Council clerk.

There was no statement from Walter in the announcement, and he has declined public comment about the investigation.

Troy police nearly a week ago executed a search warrant at the city maintenance facility on Experiment Farm Road and the office of Walter, who has been a city employee since the 1970s.

Patrick Titterington, city service and safety director, has said Walter was put on leave Nov. 14, the day the search occurred.

According to the search warrant request, an investigation was sparked by employee allegations of misconduct, including the alleged theft of cash from the sale of city scrap metal. According to the inventory for the search warrant, $1,385 was seized from a desk drawer. A desk and file folders were seized as well.

According to Capt. Chris Anderson’s affidavit, filed with the search request, paperwork from July 2011 through October from Urban Elasass in Piqua showed 20 receipts for $4,517 in payments to the city.

A review of financial records by the city auditor showed that no cash deposits were made to the city account for scrap income during that time, Anderson said.

No charges have been filed. Miami County Prosecutor Gary Nasal said Monday he would be reviewing information he expects to receive from Troy police this week.
